Get a 1380 short engine, standard gearbox, 3.1 FD 266 cam and a 1/3/4" carb. That should do it. Sadly mini engines are a compromise, if you want a silly one, it will have bad manners. Mine has bad manners in that 5000RPM is about 70mph in 4th. (3.7FD on 10" wheels)
If you run a really lumpy cam, you need a close ratio gearbox to avoid dropping off the powerband, but those close gears mean you will either have to slip the clutch in traffic with a tall FD or end up with it screaming at 70mph with a short one. It starts getting expensive. I'd look at www.16vmini.com and think about one of those, I've gone the tuned a series route and it's expensive and still has bad manners. My 1380 isn't actually that great (but I can do some fantastic wheelspins!)
