Rusting on the bonnets apron under the lights??

Has anyone had any problems of their mini cooper rusting along the bonnets apron under the lights, my girlfriends mini is only 2 years old and it's started rustin in these areas and BMW are not willing to fix this, they say it's due to stone chips.... that every car has... but doesn't cause rusting, i feel that any car rusting under 2 years old is shocking and going to persue the matter further!!!

I know i can't believe they can say it's a paint problem.... unless i'm losing it !!! i never knew paint can rust!
