What is ROP 12B?

Was trying to find opinions on my Mini before part-exing it but PH removed it saying I breached ROP 12B
What did I do wrong? All the rules I can find seem to not have a 12B and I certainly have not learned them all off!!

In the same vein, today I got a bill from the passport office sent to me first class (65p) with a prepaid return payment 2nd class post envelope (56p) to return payment. Cost to tax payer, £1.21
My total bill was for 20p
