Help whats this hole for??

Help, the other night i was looking inside the mini and under the passenger side carpet i found a hole (its not a rust hole). it leads to the outside of the car and on the other side there is a threaded hole in a seperate bit of metal. Anyideas what its for and should there be anything bolted in there??

that other bit of metal is ur rack nd that hole is there to use to centalize it . put a blanker in and grommet ur floor.
