Mk3 Door post repair

My car came partially dismantled so a lot of the reconstruction is guesswork!
From the image below, can someone advise if the repair panel is folded round or cut off and the seam welded?

that's all in the right place, the bit marked 'do I bend over' has the a panel folded over it once that's fitted
