Got two 1275 blocks, both have the same bore but one has liners in it, what's the script here?

Depends. Some blocks were linered at the factory. Is the unit A-series or A+?

What bore size are the blocks on respectively? What is the intended usage of the blocks?

Lots of people shy away from linered blocks, but in mine and many racing engine we've step linered the blocks to ensure better material for the bores than the original factory cast iron. I think Bill Richards deliberatly liners his 1380cc blocks on one cylinder to ensure engine reliability.

Don't worry about liners. Remember they are fitted to the vast majority of alloy block engines.

Was told it is an A+ but not sure of the difference..
rough measurement across the bore was approx 71mm with an old metal rule

If the block has external stiffening ribs (waffle shaped ribbed reinforcement at base of block) it is A+. Standard bore is 70.6mm, so it looks like you've a standard block.
