What should the front and rear ride height be and measured from where

Presuming that your car is Hydrolastic,approx 12.5 to 13 inches from centre of front hub to lower edge of front wing/wheel arch

What are you using the car for?? Ordinary road use,track,show etc etc??

What does it have for Suspension? Hi-lo adjustable type,standard cones and rubbers,coilovers or anything else?

Car for fast road use

Has Hilo with std new Austin rover donuts. I will be getting, in a couple of weeks, adjustable bottom arms and tie rods

Depends where you want it to be then!!
roughly 11 inches from wheel centre to lower wing edge is standard from memory,but most think that is too high (visually)
My cars generally run approx 1.5 to 2 inch gap between tyres and arches give or take,thereafter it's all down to feel,speedbumps that need to be climbed etc!!
Don't believe that running it absolutely slammed will make for a better handling car,because it won't! it mucks up all the geometry.
And finally remember that you will need to reset your tracking when you fit the lower arms/tie bars.
In all honesty getting someone to set the geometry and corner weights up properly will make a colossal difference to the cars handling and of course your safety!!

Just in case anyone is interested its 8.25" from the craese on the sill to the floor at the front and the rear shold be 3/4" higher, info curtesy of Keith Calver
