A 1963 car it most certainly ain't. More like a 1986.
It doesn't even appear that any attempt has been made to disguise the fact that it is a late car with an early V5.
Is it a 'ringer'?

yes, it appears to have had a 1998 mini fitted to the number plates at some time in its life.
would be interesting to see log book/ chassis numbers!

  • could* have been re-shelled, that is still legal.
Personally, I see less issues with this sort of thing than people without insurance, tax, or whatever. Who cares if he's paying £100 less tax than you or I?

The issue is not so much whether he is getting free road tax, it's whether this 'ringer' is a stolen car.
I once bought a stolen car which had been 'rung' and after the Old Bill came and took it away for forensic testing it took me 27 months of legal actions to recover my money from the dealer from whom I bought it.
This Mini could be stolen or, as it's not a '63 car, just using '63 plates and V5, it could be crushed by DVLA. Pity the poor geezer who has bought it.

This is exactly how loads of stolen late model Mini's ended up in the USA having been rung onto pre-67 V5's. I pointed this out on a Mini forum in around 2000, and had some very threatening messages from a couple of UK & US based importers/exporters.
