Runs out of puff.

Hello all, just been out for a run int the mini with my satnav (Speedo is out just wanted to check how far) and he runs out of puff with foot to the floor on a dead flat road at about 74 mph, i know this is not right and that you will all say "rolling road setup" However just to ask, the engine is a Metro 1275 i believe, "Remanufactured Ivor Searle" rang them with the serial number on the sticker (No engine plate but theirs) and they had no record of what it is/was" Hif 44 carb and straight through exhaust with water cooled manifold. Recently put new spring and carb needle from the mini turbo in, now runs lovely (WINSU recommended) lovely upto about 40 after that tootles to 70 then hits a brick wall. I know as the engine does more miles it will loosen up, any tips in the meantime. Also to add 13 inch alloys (I Know, I know) and standard air filter. Gearbox came with the engine, assume its a Metro one.
In my expirence a 1275 in good order +stage one kit should see 85mph on the flat and somewhere in the 90's if you can hold on going down hill with a favourable wind.
I got pulled and let off 10 years ago doing 101.6mph or somthing, that was 6 miles of down hill'ish pinned throttle, with no luggage etc.....
