Yes, my guess would be screen scuttle panel, dash top rail and top edge of front bulkhead. That's a notorious area for bad rust that only looks bad when you take the screen out and dig around with a screwdriver.
If it needs a new scuttle and dash rail welding in, be sure to measure the screen aperture before cutting it all away, so that you can weld the new panels in exactly right. The biggest problem, however, is the repair to the top of the bulkhead.
It's probably easiest if the car is having new front wings as well, as you can do the job in a good sequence.

Autosparks of Nottingham list a front loom for that year at £164 if you need a brand new one, MiniSpares are a little more expensive at £189 for same.
To be honest, and having done a couple of rewires/modify existing looms on race cars, for the money, this is good value. For example the parts I ordered to modify an existing loom for a Drag race Mini last year came in at £150 with the original loom provided FOC, and I've just ordered £240 worth of bits to build a race Alfa-Sud loom from scratch.
However, if the original loom(s) "isn't too bad" then you could repair any damage and make good for maybe half the cost of a new one. It depends on your ability and patience............
