Twin Fan Relays - Parallel?

No, for once not the usual "runs hot" problem, a question about the electrics.
I have the later twin relays/twin fuse system for the fans.
The question is does the otter switch activate both fan relays at once, or is the second one fed off the first to give a slight delay and ease instantaneous current load?
I ask because I'm sure I can hear two distinct but close together clicks from the relays when the fans kick in which seems to imply one piggy-backs the other.
