In effect, yes. Via a relay take the second fan supply from the starter motor, thats quite good!! It will give quite an increase in fan speed as well! Or, use two speed cooling that halves the initial current draw, it will mean the fans use full supply only when the half speed fans are not enough. Of course there is absolutely nothing wrong with the standard set up.

They are the wonderful bigger size fuses that don't actually fit unless you have a 37 ton lorry which is what they are designed for or that 2 killerwatt stereo in the back....
