So, just disconnected everything from the plenum cover to move that out of the way to get better access to the infeed fuel hose connection. The six bolts holding the cover in place - absolutely can't shift them with a reasonable level of force. Are those six plenum bolts normally that tight ?

No, they should not be tight. My guess is that some previous owner has put threadlock on the bolts. Try back and forth to break the glue

I've seen many that were super tight. You could also try using a drift and giving the bolt head a good clout.

Two rounds of WD40 done the trick

I replaced mine with stainless steel with a spacer kit a while back - they can bind a bit to the ali if dry so I add a bit of oil to the threads (and don't over tighten)
