Bit of help please 4.3 pre cat rebuilt engine with a few upgrades as followed changed to Bv heads curtsey of Tvr powers, Kent 885 camshaft, Act carbon trumpets, Clive ford equal length manifolds lightweight flywheel , smooth bore induction hose I have had the engine running all good oil, pressure, temperature fine fans cutting in and out timing set at 12 degrees I know ecu will need altering am I asking to much off it hence no Base idle checked for air leaks all new silicone hoses stepper motor cleaned if I gently feather the throttle will stay at 1000rpm would take for a drive but all stripped for painting here's my issue book in for rolling road session Kits& classics or Mark Adams both highly recommended. Or paint first do some milage then go

Sorry I forgot to mention I also changed the injectors to the later Bosch 0280 156 045.

I would get it running and driving, make sure when it’s re assembled you pay attention to eliminating any air leaks into the plenum and go from there.
Kits and classics is where I’d be heading.

What you are saying doesn't on the face of it make a great deal of sense because the base idle setting is a mechanical adjustment off the base idle air screw .. wind it anti clockwise to add more base air flow.
If however you have already done that, and it still won't tick over (i think that's what you're trying to say) .. have you checked that the basic setting up is correct .. ignition timing (don't assume the crank pulley markings are correct, check them) , spark at all plugs, all injectors firing ..

It looks like you have a raised idle because the ECU sees the engine as cold or the car is moving. If you can use RoverGauge it will show the inputs that lift the RPM to remove any guess work.
