heater control panel LED's

possibly the simplest question of the day.

having just renewed the whole of the interior of the car, carpets, seats dashboard, etc. I've got to now turn the car on for the first time to find the heater panel LED's are all on all the time.

It's been a while so i just cant remember if they are supposed to all be on all the time, ( ex the alarm)

I 've had it checked out by one company who will remain nameless, who said all the small ones triangle and round are supposed to all be on. but is this correct.
