usually caused by the foam seal failing on the rear lamps, common to VW as well as Audi.
I have seen a Passat in our workshop have a new lamp fitted and still leak, bad design.
Take lights off then use a non-setting sealer or PU sealer on the foam seal. then refix.
You shouldn`t have the problem again.

Check the tubing that goes to your rear windscreen washer
My suggestion also, these are a push fitting, if you use screenwash it should smell of this pretty strongly. From memory its a few torque screws and some clips to get the lining off, not it is a pain to get back on correctly, but do spend the time as it will rattle if you dont ensure its clipped correctly. The back lining of the boot should be wet if that's the case, I am speaking of the avant in this case. The tape around the light clusters should still be tacky, if its dried and cracked then this could well be the source. Take it all off and apply new, dealership sells this in rolls, its a 3m product i believe.
