My babys poorly...HELP!!!!

Hey guys,
My gorgeous baby polo (2001 1.4 SE) is making a weird noise, one of the many things!
Living on guernsey the poor little thing doesnt get chance to go over 35mph (legally....cough cough!
)
The noise (before i waffle to much!) its worse when the engine is cold but its there all the time. Its like a wurrring wizzzzing spinning noise when its in gear but goes in neutral or when the clutch is in. the faster you go the faster and louder it goes. any ideas?
and also the central locking doesnt work on the drivers door and only unlocks on the passenger side. is this cheapish to fix? cos its getting annoying and embarassing!
Oh and the horn doesnt work either...!! fixable?
