Well complicated issue.
However 2.0 TDi (170ps) has Piezo injectors which until this engine have only been fitted to the latest generation V6 TDi motors.
It has the TDV preparation for the particulate filter, and the filter set up itself.
For this reason it has a highly specialised ECU programme to run the engine...
At low engine speeds (up to around 2000 rpm) the motor is practicvally starved of both fuel and air, resulting in much LESS engine response to the 140ps car when setting off.
This can be seen when you compare the CO2 emmissions for the cars. The 170ps model is as low as the 1.9TDi (115ps)!
However the fuelling increases at a much better rate as you pile the revs on, and combined with the different cam profile give much better mid and top end performance.
Indeed in a 140ps car you'll ideally change up a gear at around 3000rpm, while in the 170ps an ideal up change in an overtaking manouver is at around 4200rpm.
So. 140ps has the TDV preparation for particulate filter and is still EuroIV compliant, but in UK particulate filters not fitted as standard...
170ps much better, smoother, higher power and argueably cleaner for the environment and your company car wallet!
Sadly whereas 140ps saloon will do nearly 700 miles on tankful, in practise 170ps will be 100 miles less.

Also if you are considering one and thinking of remapping shortly after for even more power (not advisable if you get a non quattro as you'll be wheelspinning all the way home!) then the 140ps is far easier to tune. The 170ps because of its particulate filter system ofet clogs up and remapping co.'s are all reporting difficulties in getting more from the 170ps at present.
But I'm sure they'll get round it somehow.
