A4 Brake Disc / Pad replacement

Any peeps give me some advice on how easy it is to replace discs pads on a 1.8 A4 Avant (1997)? Just failed it's MOT and the garage wants £400 + vat to do the work. Any specialist tools required?

It also requires a new rear seatbelt as the old one is snagged in the catch for the rear seats. Garage has quoted £180 + vat just for the part!! Any recommendations of good breakers. Is this easy to fit?
