8V Scirocco idles high only in cold weather

This is my 1982 Scirocco, basically stock. The car idles qite normally when it's above freezing outside, both the high idle when it's starting from cold and the normal idle when it's warmed up - so the idle speed control valve (startup bypass) - the bimetallic-controlled gadget on the back of the intake - is working at least then - but when its' really cold out the idle speed tends to stay upfor a long time.

I'm thinking the electic heater for this thing maybe isn't working and will check it's amp draw -

I'm just fishing around for someone who has had this problem or if there is a common reason not related to the ICV that I'm overlooking
