Golf 3 GTi brakes

Friend of mine has one of these, and one of the rear brakes is sticking on. What is the handbrake set up on these (mechanical link to the pistons, or separate drum?). Pad material and disc thickneses are, apparently, fine, could this just be a scored bore in the caliper?

Any suggestions most welcome - I haven't seen the car, just trying to talk him through it before this afternoon's commute!

The mechanical link arm in the end of the caliper seizes up.

This is the handbrake end of things? So, I can advise him to not use the h'brake in the short term, and not to bother with stripping the caliper just yet?
