I bought a 2nd hand 1999 MkIV Golf which only came with one key/remote; the fob with two buttons and folding key blade.

Just been to my local VW dealer to order another one and they seemed to think it couldn't be done, since the car was built in South Africa...They are going to check...

Weird. Are they talking rubbish?

If I lose my sole existing key is my car therefore useless?

your local key cutting place will cut and program you a key, but it have the remote buttons. think there is a company who will come out and make you a key up as per existing but they are not cheap.
