Golf mk4 headlamp replacement NIGHTMARE HELP!

dear all
My missus cracked the drivers side headlamp on her mk4 GTI so I dutifully bought a new one and went about trying to fit it today.

I cannot for the life of me work out how to get access to the lower mounting bolt on the headlamp unit.
It looks like the bumper has to come off!!!!!

Surely not! what obvious thing am I missing here?
