Heating problems in MK2 16v

Yes, its me again, - Don't get me wrong the car is lovely I jsut want it to be perfect..
Anyway, the heating gets nice and hot very quickly, I managed to fix the heater controls at the weekend and now have all four venting options again, however hot air only seems to enter the cabin when the car is revving over 1500- 2000 rpm (if stationary) or during normal driving. At idle even when the car is piping hot the hot air quickly almost becomes cool, it is not cold but certainly not warm. Obviously this has to be to do with the water supply to the heater matrix. Is this a water pump issue, which I suspect unlikely as the car runs fine and does not overheat, or is it a gunged up heater matrix that needs a flush or something else???
There must some BTDT's out there....

Its most likely the heater bypass valve that has stuck.
Try removing this and see if the heater now works but BE CAREFUL as if the heater matrix is old it may go bang and gush very hot water everywhere.
Removed the heater bypass valves and replace with copper pipe, also fit a mk3 golf heater matrix while your at it as these are a lot more reliable.
