Not a lot you can do with naturally aspirated to be honest. You'd be better off spending the money on decent suspension, brakes. If you really want to squeeze out a load of hp, then you'd have to exhaust, induction, ported and polished head, and maybe a throttle body/carb setup... something like that... It all costs big money on NA's though.
Second that. Better exhaust manifold, possibly swap to Weber carb if you've got the Pierburg and maybe some light head work will make a bit of difference but it's never going to set the world on fire. If you're serious then first thing to do is to take it to someone with a rolling road and get a dyno run done, see if it's doing anything near spec now(bearing in mind this has got to be a 15yr old car).
Serious engine work is a waste of time unless you're competing in some sort of restricted class - if you want more poke then you need an engine swap - G60, VR6, S3 motors can all be made to fit. Or a car swap.

If you want more speed I'd suggest selling it and buying something which is quicker as standard.
Why?
You'll spend quite a lot to get small gains, then your insurance will rise as it's a modified car.
Far easier to sell and buy a relatively car with great performance which will give you more bhp and will be easier to get an insurance quote on.
Give us an idea of the following:
1) How much is your 1.6 driver worth?
2) How much have you got to spend?
3) Insurance, how old are you and where do you live?
Then maybe we can point you in the direction of the right car.
Have you thought about a 16v Golf GTI etc?

Go on www.clubgti.co.uk, they have a great forum for questions like this.
I would suggest selling and buying a 8v or 16v GTi.
Once you have spent alot of money for very little gain you might as well go for a GTi.
You can pick up a decent one for anything between £1k and £1.5k.

Try this chap www.porka.net/forum/viewtopic.php?t=3635, he does various chips for VAG engines including (I think) your 1.6. I think the chips vary from around £30 to £120. You'll see an increase in power/torque of between 5-10%, which doesn't seem to be alot, but the power delivery and driveability is much improved. May be worth dropping him an email?

You can, however, fit a GTi camshaft to the Driver engine, which will liberate several more BHP. I'm told that it puts the engine on a par with the GTi in power output terms.
PM me if you want to know more. And yes, I do have a suitable cam.
