There are 2 Torx screws tucked away in the grab handles. Remove them, the rest of the rear panel is secured using clips, about 10 in total iirc.
Best to get a trim removal tool if you don't have one (cheap and often useful) and warming the panel up can help if its freezing cold. Its 10 year old plastic and you don't want to crack it.
The washer is at the top of the rear hatch, it may have just popped the hose off, but it has probably split. Hopefully an obvious and simple fix once you locate the issue. HTH

I fixed one on my GF's car years ago, the hose had simply come off, but it was a relatively new car.
Quick search shows that the common failure point is in the accordion section of pipe where it bends when the hatch opens/closes, there's a VW repair kit which is a bit of a clue. It's a bit more involved getting to that! Excellent post on the GTi Forum...

As an interim measure if "someone else" drives the car it might be worth disconnecting the pipe from the washer motor on the reservoir. Might save filling the boot/hatch/headlining with washer fluid inadvertently.
