Golf hood problem.

I've just bought a 1991 Golf Cabriolet, when I bought it the hood worked fine, took it into work today and the hood movement is a bit erratic (start-stopping)
I had a look at the pump and when the hood is up the oil level is about 5mm below minimum, would this cause such a problem? Also what hydraulic oil do they use?

Update, topped the oil up and still the same!!
