if a car had its engine replaced in 2003 would it also have new time chain tensioners or would they just swap them over

It depends on what engine was put in. If it was an 'as new' engine - as supplied by Jaguar then yes it will have have the latest tensioner design adn no nicasil linings.

However, plenty of transplants have been carried out using used engines from other cars, in which case it's important to find out when it manufactured. Then it's usual rules of caution apply.
