If it's in the tread it can be repaired no problem, The tire will need to be de-mounted to do it correctly. There are new patches out now that are a plug and patch in one and they work very well. The hole in the tire can't be any bigger than 13mm and can't have any other damage to it or they can't fix it. Michelin is the only manufacturer that I've heard say that a properly repaired puncture in the tread won't effect the speed rating of their tires.

Get the puncture repaired, don't let the tyre company give you any guff about being "near" the edge. I get really annoyed with tyre fitting workshops as they never seem to want to repair tyres, they just want to sell new tyres.
I have now got myself a wonderful tyre repair kit from Australia that enables you to repair the tyre yourself , even if its still inflated. I believe its very similar to the tyre repair kits as used on motorbike tyres.
I tried it out on a puncture the other week and it worked perfectly, now done 2500 miles and not lost any pressure whatsoever.
So I now have a can of Tyre Weld and my Aussie puncture repair kit in the Cobra which negates the need for a space saver wheel........now just got to hope the Image wheels dont crack!!
Cheers,
Tony
