S-Type 3.0 Coolant Bleed Valve

Last weekend I was about to change the coolant in my '99 3.0 S-Type, but before we emptied out the system, we checked the bleed valve.
It's a little valve in one of the top hoses that judging by the looks of it should just be turned 90 degrees. We turned it but it didn't do anything. We were expecting it to pop out a bit to let air out, but it just seemed to rotate loosly.
I looked on JTIS, but that was pretty unhelpful saying that you need to open the valve, but not showing any pics of it to demonstrate it's "open" state!
Has anyone ever done a coolant change and used this plug? If so, how did the valve function?
