2016 XF Sat Nav - SIM requirement?

Apologies in advance, this will be somewhat vague as I'm relaying snippets of information from someone 50 miles away that isn't tech savvy!
My FIL that has just bought a 66 plate XF and is struggling with the sat nav. He says when he selects the sat nav option it (his words) "says something about needing a SIM card and access to the internet".
If it was a Beemer I could probably work out what was going on but I've never seen or used Jag's infotainment system. I'm guessing the SIM is used for traffic updates rather than for basic nav routing functionality but might be wrong, could someone shed any light on what he might need to do to get the nav functional and whether it does actually need a SIM in order to work or not?

It doesn’t need a sim to use basic nav functions, just things like live traffic.

To help you find the right information, in 2016 there were two different types of system fitted to the XF.
InControl Touch - this had an 8 inch touch screen with 8 large buttons down the sides. The SIM for this goes in the boot.
And InControl Touch Pro. This was a 10in screen, no buttons, and usually had a digital screen for the driver rather than traditional dials. The SIM for this goes under the arm rest.
