Not an expert but aluminium oxide isn't like iron oxide in steel. When steel rusts the corrosion steadily increases and the rust gets deeper. With aluminium once the layer of oxide forms it protects the base metal.
Once you remove the layer of oxide all you need to do is acid etch and then prime and paint.
There is a product called alu-chrome but it's as much for spraying on other metals to use the corrosion resistance of aluminium to protect them.
