AJ16 Oily Bits Question

If the stepper motor is removed from the throttle body and the ignition cycled, should the stepper motor wind itself in and out to index itself?
I've had intermittent idle problems and general misbehaviour on the throttle. Everything else is clean and seems to be working well, but the stepper was filthy with crud and isn't moving on a throttle cycle.
When I removed it it was warm to the touch (stone-cold engine, but the ignition had been in P2 for a little while - perhaps suggesting it is stuck and working against itself, so getting warm?
