Any opinions on the best 13in rubber for a 9in front & 10.5in rear rim size & suitable compounds for 20-30 mins races.
Also what sizes tyres are you running on those rims please?
I have heard talk that the Avon wet tyre is very poor compared to the Radical style Dunlop wet, any personal experience from someone who has used both at all?

Yes, standard radical wets would do, see below from Dunlop site.....
190/535R13 suitable rim widths 7.5 - 9.5
230/570R13 suitable rim widths 9.5 - 10.5
Only problem with this is that switching from slicks to wets would make the front end lower due to tyre diameter.
Avon do 195/530 and 250/570 which would match up as a slick better for diameter.

There's a pretty appreciable bit of difference diameter-wise between a 535 Dunlop and a 530 Avon, whereas their respective rears are close enough not to worry at all. Swopping between the two would have the effect of adding or subtracting something like 6mm of rake and that's a lot.
I'd be looking at hand cut Avons if I wanted to use their drys (with their greater choice of compounds).

I was quite surprised that the many Americans run the BFGoodridge R1 and even Toyo R888s. For short sprint sessions and hill climbs the Toyo R888 GGG compound certainly would warm up a lot quicker than my Dunlop slicks.
