MGTF fault codes - help!!!!!!

Hi, Got codes P1491 and P1492 come up on MGTF . I know they mean :-

VVC brown increment solenoid short circuit (Black Yellow)

VVC blue decrement solenoid open circuit (Black Brown)


I have checked and have power to both of these solenoids and neither of them have direct contact with earth.

Does this mean the VVC hydraulic contro mechanism is at fault (cant be the ECU as i have a spare one and that also registers the same problem when tried).

Are this mechanisms prone to failure?
