With no proof of service history the car can not be sold as such.
A stack of old M.O.T's will confirm mileage and there is a possibility that the main road dealer will have a record of the services on file but as the buyer it is not you job to prove the cars history.
If the car has done less than 1,000 between the last M.O.T and now walk away it has eiter been clocked or stood idle.
If the seller offers no evidence of the cars service history it is safe to assume the car doesn't have one, walk away or get at least £500 to £1,000 off the price and get the car to the nearest service specialist.
Always get the AA or a decent mechanic to inspect the car before you even think about money.
It's a buyers market right now and there is plenty of choice. Always make sure you view at least three to five cars before you buy one.
