What does this do? and do i need it?

Err, no sure, but it could be where the rear silencer noise reduction valve get its vacuum from. If so, it's not needed for the MoT, so can be disabled so long as you block off the pipes.

That is used for the butterfly valve in the standard back box. The valve opens up after a certain rpm, I cant remember the exact value. If you still have the original exhaust it may still be connected if not then it will have been disconnected. Either way it is perfectly safe to have it disconnected.
