Road legality?

I am seeing that the Atom will road legal in the U.S. How is this possible without all the legal mumbo jumbo like impact testing/airbags..etc etc etc.?

Is it sold as a track only car but can be registered with the addition of the "road pack"?

If it were that easy it looks like any manufacturer could adverise their car as a track only machine with street pack options to avoid all the Gov.Regs.

Just curious.

It is legal in some states and not in others. Some have rules like the UK's SVA test that allows a certain number of interesting cars each year which the Atom falls under, others have a bit more of an involved process.
