I hope there is more to it than that or it would be pretty simple to nick a viper. I think that is just to re-synch an already recognised remote. As Phoenix has new remotes he will have to do the full program. I had a quick look over at the US VCA site and cam up with this thread

Hint, Make sure you're connecting to a solid body ground by testing it with an ohm meter.
3. Turn ignition to run position while green wire is still grounded!
4. EEM acknowledges entry into programming mode by flashing the dash LED. If it doesn't flash, you either:
- Have the wrong wire
- Aren't solidly grounded
- You came off ground after the ignition switch was placed in the run position. Start over.
5. (All GEN II) Press BOTH buttons on the transmitter simultaneously and continuously for 10 seconds. You will hear a triple horn chirp when FOB is accepted by the EEM.
5B. (All GEN I) Press and release the arm or disarm button on either FOB, then same for the next.
Hint: Make sure your transmitter is working, i.e fresh CR2032 battery $1.19 @ Zbattery.com and good clean battery contacts. Many times your problem is an electrically weak connection within the FOB itself.
6. You MUST program all FOBS during the same programming process. You can program up to 4 on a GEN II and I think only 2 on a GEN I.
That's it. Turn the ignition off and remove green wire from ground, then test the arm and disarm functions.
I can not vouch for if this works as I’ve never tried it and I seem to recall reading once that some of the later vipers have a switch in the top of the glove box that replaces the green wire or does something with the alarm.
You can probably search the US site for some more posts as it seems to come up quite often.

I have a 97 so haven’t a clue what a DLC is either. I would take a look to see if you can find the green wire that goes nowhere above the accelerator or in that general area and that’s more than likely the one you need. It sounds as if you may have to remove some of the covers /knee bolster as they call it in the top of the drivers foot well to find it.

I would say you will need either 3 or 4 for new fobs. Probably try 3 first as it’s pretty easy and if that doesn’t work go on a hunt for the green wire.
Also according to my 97 service manual when doing procedure 4 the system will time out if you don’t press the fobs in 60 seconds and you have to do all fobs in the same session. It also says the green wire is about 6” long.

2) locate dark green wire near right side of steering column
3) connect green wire to ground
4) turn ignition to "on" position
5) press button(S) on transmitter(fob) to set code(if there is a second transmitter, it has to be set at this time)
6) disconnect green wire from ground
7) install left knee panel
