I've not been to the MotoGP but have done WSBk there. The circuit is great, easy to find and with plenty of facilities. I though the stalls were OK but nothing special.Even Mrs K1 was happy to spend a day there.
Whether Portimao is worth spending time in depends entirely what you find entertaining. It's a lovely harbour town with some nice restaurants & bars and lovely beaches. My wife and I have a place not far from there and we've never struggled to find things to do but we've not we've not been looking for night clubs and the like and are happy to sit outside cafes, watching the world go by.
The roads in the hills around the circuit are good and the people are really friendly.

The top of the main stand you can see 90% of the whole circuit. Take ear plugs though as the sound is very loud in the stand.
I was maybe 10 rows from the back and even further back would have been better.
Lagos is a nice town now and new restaurants and bars keep opening since covid. There are a couple of nice walks along the coast to do too.
The 2 times I have been to the circuit (F1/MotoGP) they were really strict with drinks and food. They even made us pore out water bottles at the F1.
We parked right outside the mainstand and had food in the car which was handy.
If you are over the other side of the circuit you will probably have to drive along quite a few dirt roads if your car is very low.
