I intrigued by the new ZX-4RR, it looks like it would be a fun bike for buzzing around local roads, but the weight seems a bit disappointing - it's only 9kg lighter than the ZX-6R.
I thought in the old grey import era the 400s were quite a bit lighter than the 600s or is my memory playing tricks on me?
Without the lower weight will the revvy engine be more of a pain than a bonus?

I think the 90‘s 400s were sometimes higher spec than the 600s of that time. As 600s were further developed, they equaled, then surpassed the spec of the 400s.
I wouldn’t worry about the weight so much. Yes, I would prefer an aluminium beam frame… but I would focus on the riding experience. A nice 4 cylinder 400 can bimble smoothly in slow traffic and haul arse on open roads.
