KTM enduro suspension setup

I've just done the oil, bushes and seals on my forks on my 17 plate EXCF 350 but something just doesn't seem right.
I've followed the manual religiously when rebuilding them but the adjuster on the right side (rebound) just keeps spinning clockwise. It never seems to reach the stop to wind it back the required 15 clicks.
I took the top cap off again this evening and the brass bit in the valve is free, moves with the adjuster as it should, the rod seems to be seating in it correctly, it all looks how I think it should. Can anyone think what could be causing this? I've probably missed something simple but my mind is blank!!
It's WP Xplor 48 forks on it so common to quite a few similar bikes.
