Another What Bike Thread

Evening all…
Asking for a friend (it’s a relation of his in the photo)… any idea what bike this is?
I had thought Panther due to the sloping cylinder, but the pair of push rods don’t look right for that.
BSA also did a sloping design, but that doesn’t look right either.
Photo was taken between 1930 and 1934.
My google image searches haven’t revealed any other likely candidates, so over to the power of Biker Banter!
