Waterproof pants

I'm not after goretex, nor the latest £1000 pants that allow water in at the crotch when it pools.
I'd have trawler fishing pants if I knew what or if they worked. In Summer I'd br happy with warm and damp in normal pants.
Any go to pants?

If it is the cheapest of the cheap then I keep under the scooter seat an emergency set of Sports Direct golf waterproofs, which were £15 for a jacket and trousers combo. Oversized enough to go over everything else.
Black Friday seems to have started early with most of the big online places, so also got to be worth a look to see if there's anything at a similar price.
Edited to add: I have taken "pants" to be in the American sense, if you mean the under type you're on your own.

Most bike stuff retailers sell plastic boil in the bag trousers. I used some Peter Storm walking waterproof trousers which only leaked very slightly at the stitching in the crotch in the longest rain days.

I got a cheap (sub £10) pair of waterproof trousers large enough to go over jeans, they do the job... or at least they did until I ripped them. I was concerned about condensation build up, but nothing really that I've noticed, even on a full day riding. I'd recommend a decent set of textiles, but for most of the year the cheap trousers sit in the bottom of my commuting bag.

I got some Scott waterproofs from Motolegends (after seeing them throw a bucket of water on the poor lad in the showroom!) and they are ace. I’d really recommend. I got high viz top and black bottoms.
Not mega cheap, but not silly money Gore Tex.
Having said that, a chap in our riding group uses a ProViz waterproof and it’s about a million times better at being seen in. I can’t vouch for its waterproof-ness, but in hindsight I would have tried one of these as a top first, then bought the Scott top if the ProViz ever failed on me,

I have a "boil in a bag" suit that i keep in a US20 tailbag for if i get caught out in a torrential downpour.
If it's less rainy than that then i also have a pair of army surplus camo overtrousers. Completely waterproof with a really well sealed zip on each leg running from hip to foot. Cost about £30
