What's the perfect riding temperature?
Obviously purely a matter of opinion. I'd say that if dressed for potential rain with a good set of textiles, high teens centigrade is best. If happy it won't rain so wearing mesh jacket and jeans, mid twenties feels perfect but 30 is too hot.
Obviously this is moving at a reasonable pace. Stuck in traffic on the Euston road you need it a bit cooler, a fast motorway run and you'd like it a bit warmer.
Never worn full leathers, I'd assume you want it fairly warm.

Personally, I prefer 18C shade temp minimum, but I have 2 unfaired bikes. If you have a full fairing, and / or warm gear, you may be comfortable at lower temps.
It's a bit goldilocks though really, because like a lot of this summer, as it approaches 30C, I find it TOO hot. The heat coming the engine cooks you when you stop.

Around 18C is the minimum for me in leathers, I rode right in the heatwave earlier this year, luckily in the Peak District so high up/windy and it was really comfortable until I stopped.
Between 18C and maybe 15C I'll stick another layer on under my leathers, below that it's the textiles.

For me it's 20ish degrees, clear sunny day. I know the sun can cause an issue but I run a tinted visor and generally feel better when the sun is out anyway.
I was out today, which is not typical of this time of year for me personally but it was a funeral procession for one of the guys in our local group so didn't want to miss it. Very fresh in one piece leathers, but a base layer and heated grips helped.

I had a three-hour ride at 30-32 deg C in the summer and that was fine at 80mph+ but uncomfortable at anything less.
A three hour mostly motorway run last week in 12-15 deg C and I had the heated grips on plus several extra layers to keep warm enough. For my usual half hour commute a those temps i wouldn't have bothered with either.
