If you did de restrict it. One sure way not to get pulled is to wear a balaclava or scarf and just ride it how you like.
This seems to work with packs of lads in Doncaster. The police completely ignore them like there invisible even though they weave in and out of traffic past them

Having ridden with a group of 16 year olds on various mopeds a couple of years ago, I'd have been surprised if any were restricted to 28mph and I'd also have questioned if a couple were still 50cc!

They didn't seem to have any problems, even when they were stopped for riding like 16 year olds tend to do. Most have now moved on to 4 stroke 125s with loud exhausts or crashing their cars and the mopeds have gone to the next group of 16 year olds.
