Exactly this. It's not uncommon to spot them riding around at night all in dark clothing on a [nicked] dark scooter, 2 or 3 up, no helmets, zipping in and out of alleys and quiet estate roads.When they get rammed off by the

In that first one, the one on the floor and the one that legged it looked like the impact knocked their helmets off. Yoof seem to fink its uncool to have their straps done up round here. IIRC a few months after they started doing that they had to change "the rules" back again.
A scotplod traffic guy confirmed that if they haven't got helmets on they have to get approval to even "follow" and it's very rare they are allowed to "pursue" anyone on a bike.
I've heard similar from South Wales police too, though they weren't in traffic themselves.
