What bike is this?

A quick question for you clever sorts.

A mate of mine has asked me what bike his granddad is riding in this picture.

Looks a bit triumphy to me, but I don't really know old bikes.

I did a quick search for 'British wartime motorcycles' and found a fair few images, but it's difficult to be sure.

One of the odd things I did find is that in all the photos I saw the British bikes had girder forks. The bike in the photo has telescopic forks.

I don't know exactly when the British manufacturers really started using teles as standard, but I know that BMW were using them well pre-war.

Whatever it is, it could possibly be a bike that someone fitted BMW forks to? That would be an interesting story!
