e39 hand brake

I have got a e39 540 97 hand brake will not hold even on just a slight gradiant.
replaced rear discs and hand brake shoes .
any suggestions.
I am a mechanic with my own garage but this is the wifes car and its got me stumped.
Oh! and its a manual.
