Engine advice for 525tds

Hi , i have a 94 525tds 126 k on the clock , which has reall low power ,feels like turbo is not working??? just changed engine and fuel filters but no improvement , is the anything i should be looking at ? also it stalls when you engage drive , can this be part of the problem
